Since 2008, residents of Quebec have been required by law to have winter tires installed on their vehicles miley cyrus herve leger dress between Dec. 15 and March 15. Anyone caught driving around without them (and without a certificate issued by the Société de l’assurance automobile du Québec exempting their vehicle from the law) will face a fine of $200 to $300.

Mother Nature typically doesn’t wait until Dec. 15 to start dumping piles of snow on Montreal, acknowledged Transport Quebec spokesperson Caroline Larose, but the law needed to allow people time to get their tires switched over.

“Dec. 15 to March 15 represents, in a very general sense, the winter season in Quebec,” Larose said. “In the beginning, the period written in the law was from Nov. 15 until April 1, but what we realized was that to facilitate adherence and to allow the tire installers to have enough time to respond to the demand … we needed to modify the period.”

Wednesday’s first storm of the season left behind 10 centimetres of snow and turned Montreal’s morning commute into a slippery mess, a full three weeks before the snow-tire deadline. Police reported one serious accident in Côte des Neiges that may have been linked to road conditions.

The snow-tire law applies to about 4.5 million vehicles in the province, according to data provided by Transport Quebec. Larose said when it comes to road safety, it has had a significant effect over the past three years.

“We have noted an 18-per-cent reduction in the number of victims (of car crashes) during the period when snow tires are required,” she said. “You have to put that in context, because the number of victims has diminished by 13 per cent throughout the whole year, so what we’re seeing is that there has been a net improvement of five per cent during the obligatory snow-tire period.”
